Staff Analysis of the Legislation

This legislation requires applicants for a gun carry license to have completed a firearms safety training course in the last three years. Peace officers, active military personnel, reservists and National Rifle Association certified firearms safety instructors that have a rating of persoanl protection instructor or pistol marksmanship instructor may submit proof of their active or certified status. All other applicants must take a firearms training course provided by a law enforcement officer, a firearms dealer, the National Rifle Association or a nationally recognized organization that promotes gun safety.  The training must include the features of the handgun, as well as a brief explanation of how to load and unload the gun.  The trainer must provide a notarized affidavit evidencing that the training occured.
